A useful electoral-roll file is more than a collection of identity papers. It should show the present roll position, the application or objection made, the evidence supplied, the authority’s response, and every relevant date.

First identify the present stage

Do not prepare the same bundle for every SIR or electoral-roll problem. Start by checking whether the name is present in the current roll, whether an application is pending, whether a notice or hearing has been issued, and whether a signed order has already been passed. Match the document set to the form

Form 6: new inclusion

Form 6 is the Election Commission form for a new voter application. The current form and guidance should be checked for the accepted age and ordinary-residence material. The Election Commission’s FAQ also identifies a recent passport-size colour photograph and copies of relevant age and residence proof as the basic supporting set. Keep any earlier rejection or deletion order with the file so the new application does not ignore the existing record.

Form 7: objection or deletion

Form 7 is used for an objection to proposed inclusion or for deletion from an existing roll. The official guidelines state that the applicant must select the applicable ground and that the burden of substantiating the stated reason lies with the applicant. Prepare the roll particulars of both the applicant and the person concerned, the specific ground relied upon, and direct proof for that ground. A vague allegation or unrelated identity document is not a substitute for evidence addressing the selected reason.

Form 8: correction, shifting or EPIC-related request

Form 8 covers shifting of residence, correction of existing particulars, replacement of EPIC and marking of disability status. For an address change, the current form lists recognised residence records and also allows another specified document to be identified. For a correction, mark the exact field to be changed and attach a record that supports the requested version. When several records use different spellings or dates, add a short explanation rather than leaving the inconsistency unexplained.

Prepare a mismatch table

A simple comparison table can make a complicated file easier to assess. Use one row for each disputed field:

  • Electoral entry: record the wording presently shown in the roll.
  • Requested entry: state the precise correction or inclusion sought.
  • Supporting record: identify the document, issuing authority and date.
  • Explanation: address transliteration, abbreviation, age variation, changed residence or relationship-description issues.

Do not alter a source document to make it match another record. Preserve the original and explain the difference accurately.

Hearing and order packet

If the ERO or another electoral authority has issued a notice, keep the complete notice rather than only the first page. Add proof of receipt, the response filed, its acknowledgement, documents supplied, hearing notes, verification records and the resulting order. Write down who attended, the date and place or online channel, and whether further papers were requested.

If no reasoned order is available, preserve proof of the application and status before deciding the next step. An appeal cannot be prepared reliably from a verbal account alone.

Appeal-ready documents

An electoral-roll appeal requires the actual order, the correct appellate route and the relevant deadline. Rule 23 addresses specified revision-stage decisions, while Section 24 of the Representation of the People Act, 1950 and Rule 27 address qualifying ERO orders under Sections 22 and 23. Depending on the route, the normal period may be short and the memorandum must be signed. Prepare:

  • The complete challenged order and proof of its announcement or receipt date.
  • The original form, objection or request and its acknowledgement.
  • All notices, replies, hearing records and evidence already placed before the authority.
  • Numbered grounds answering the reasons in the order.
  • A specific relief request and, where necessary, a supported explanation for delay.

Do not label every electoral-roll dispute a “tribunal” matter. Citizenship-linked proceedings, an ERO decision, a statutory appeal and a constitutional writ require different records and forums.

Final filing check

  1. Download the latest official form instead of reusing an old saved copy.
  2. Confirm the constituency, part and authority before signing.
  3. Index and paginate the document bundle.
  4. Check that names, dates, addresses and relationship details are either consistent or explained.
  5. Keep self-attested copies where the form requires them and carry originals if verification is directed.
  6. Save the final signed filing and a dated acknowledgement.
