Build the record before assessing a writ petition
A High Court assessment should begin with the administrative record. Prepare a single chronological bundle containing the impugned decision, notices, acknowledgments, hearing documents, earlier representations and the electoral records relied on. Mark the pages that support each proposed ground so that factual assertions can be verified quickly.
The review should also identify the exact decision-maker, the remedy already used, any remedy still available and the practical urgency. A writ petition is not a substitute for correcting an incomplete factual record.
